What Is H.R. 1?
H.R. 1, signed into law in July 2025, establishes new federal requirements for Medicaid, SNAP, and other public benefit programs. The law mandates a series of significant changes that states must implement over the next few years, with many Medicaid provisions taking effect January 1, 2027.
Key changes to Medicaid include:
- Mandatory community engagement (work) requirements of at least 80 hours per month for most adult beneficiaries
- Semiannual eligibility redeterminations
- Stricter verification and reporting requirements
Key changes to SNAP include:
- Expanding 80-hour-per-month work requirements to able-bodied adults ages 18–65, including those with dependents age 14 or older
- Eliminating work exemptions for veterans, people experiencing homelessness, and former foster youth and limiting flexibility for waivers
- Capping future updates to the Thrifty Food Plan and ending federal funding for SNAP-Ed
- Ending SNAP eligibility for most non-U.S. citizens with lawful status
States will also bear increased responsibility for SNAP administrative costs – and eventually for benefit costs – with cost-sharing tied to payment error rates.
